Twitter has been both lauded and lambasted for their strict 140 character limit, which causes some people to shorten messages in shameful ways and others to become feed-spamming nightmares. The 140 character requirement also makes retweeting difficult, because there’s only however much room the original tweeter left to write your own comment.
Twitter is apparently well aware of this inadequacy, and have started experimenting with a new way to retweet, i.e., “retweet with comment.” This feature puts the original tweet into a separate little box, like an image or a video, and gives the retweeter the ability to write a separate, full comment above if they so desire. This would appear to be a massive improvement over the necessity to edit the original tweet in order to fit in your own comment.
Currently, Twitter is testing this new ability with a small group of users, as is typically done in these situations.
